Roosevelt UDL Debate Tournament
March 6, 2004

The Seattle Debate Foundation invites you to attend the Spring 2004 Roosevelt UDL debate tournament. This tournament will feature 3 rounds of policy debate in a quick, managable 1-day format.

Roosevelt is located just North of the University of Washington. The school address is 1410 NE 66th St., Seattle, WA 98115.

Registration information
All registration for the Roosevelt tournament should be sent via email to AND . All entries must be received by Wednesday, March 3, at 5 PM PST. If you miss the registration deadline, contact us. If you have adds or drops, contact us via email asap. You will receive email confirmation when your entry is received.

Entry Fees

Tournament entry is covered for all Seattle Public Schools teams. For non-Seattle Public Schools teams, the fees are:

School Fee: $15
CX Team: $12
Uncovered judge: $50 per team

All drops recorded after Wednesday, March 3 will not be refunded.

Judging

EACH SCHOOL IS REQUIRED TO SUPPLY OR PAY FOR ENOUGH JUDGES TO COVER THEIR ENTRY. You need 1 judge per 2 policy debate teams.

Policy Debate Rules

THE TOPIC: Resolved: That the United States federal government should establish an ocean policy substantially increasing protection of marine natural resources.
DIVISIONS:
Open: any debate team
Junior: debate teams in their second year of debate
Novice: debate teams in their first year of debate
NOVICE DIVISION RULES
1. Affirmative Case List
All Affirmative Novice Division Policy Debate Teams are required to present a case that fits one of the following areas: Ratify Law of the Sea Treaty, Marine Protected Areas, Military Sonar, Ocean Thermal Energy Conversion (Ban), Ocean Thermal Energy Conversion (Build).

If a negative team convincingly argues that a case does not fit under one of these areas, judges shall make a decision that the negative won the debate. There is no guarantee that case areas are topical. The fact that a case fits one of these novice case areas does not mean that the case is topical nor that it is not topical. Judges shall determine the topicality of the affirmative plan based on the argumentation presented in the debate.

4. Teams may run any disadvantage that they wish

Awards

Awards will be given to at least the top 5 teams and speakers in each division, and all competiors in the top 50% of teams and speakers will receive recognition.

Food

Breakfast & lunch will be provided for all UDL students. Non-UDL students may purchase food.
